You can flash stock rom even if your Redmi 4/Prime/4A bootloader is locked. You dont need to unlock your Redmi 4/Prime/4A bootloader to flash stock rom.
AFTER FLASHING STOCK ROM DEVICE WILL TAKE 5-10 MINUTES FOR FIRST TIME TO BOOT UP.
