It's worth mentioning Kubo recently revealed in Klub Outside that the Kido Corps main job is to research ways to make Kido easier to use, they're the reason the average Soul Reaper can use Kido. With that in mind it's no surprise Tessai can use high level Kido without incantation, making those easy to use is litteraly his job.
And we saw Haatchi just punk up multitudes, and he was Tessai 's vice-captain. There's so much "there", there. Like when Yuzu got triggered and just wasted her opponent. Kubo is a master of spotlighting "throwaway characters" (😞😞😞) in really cool surprising ways.
Urahara and Tessai created a very strong bond over the years they spent together, and my guess is that Tessai taught things about the weaving and creation of kidou to Urahara, I mean I think Tessai helped Urahara to create that "very special" KIDOU he used to defeat and "SEAL" Aizen for example.

I like the idea that true mastery of kido is nigh impossible and it's akin to an ancient form to of combat that fell out of favor and it's most potent and needed skills forgotten in favor of the zanpakuto
Hachi is more strategic in its utility while Tesai is the naturally gifted in learning and using Hado. I had hoped that there were a back story where these two have hado matches or sparring.

We know Ichibei fights using forbidden Kido. And Genryuusai in title and by word of mouth is the absolute PINNACLE of ALL THINGS SOUL REAPER.
Azashiro would be the greatest Kido user due to his Bankai ability, he used hado number 96 without sacrificing his arm like Yamamoto does, so he's even able to use hado number 99 and other kido spells
The last chance kubo had to make tessai relevant to the plot was when urahara, yoruichi and isshin jumped aizen. He would fit in perfectly with this jumping but kubo didnt want that. Theres no other point where he can be added into the story anymore without the question "where has he been all this time" being at the forefront of our minds

Considering Tessei and Hachi share the same black circle symbole thingy on their bodys/clothes... It's probably safe to assume that Tessei was/is Hachi's master in teaching him Kido. Dude's probably a captain level but preferred to remain with Urahara because Urahara is his best friend, he has respect for him and probably because of Urahara's intelligence and vision. But for sure he's most likely Hachi's Kido Master.

Kido as a whole got really shafted in Bleach. I think Kubo bit off more than he could chew with the concept because a lot of fights could be cooler if they did more than constantly clash swords(unless their name is Kenpachi of course)

I think kubo created a splendid world with vast systems to explore, but últimately it was too much even for him to keep up with. If anything I think he needs help with writing from now on.
Put simply, he’s not noble class as he wasn’t included in Aizen’s “try not to f*** with these guys” list, but he’d definitely be above Hacchi so I’d figure he’s hovering around a level of reiatsu that most captains are. Apart from Mayuri, all captains had reiatsu levels very close to each other in FKT. Mayuri, Byakuya, Toshiro and Kenpachi were actually the weakest at the beginning believe it or not while the others stayed consistent with their reiatsu level throughout the entire story. Lieutenants also improved and closed up a lot of that gap between them and captains.
I really wanted a lot more to be done with Tessai’s character. He and others like him were wasted potential. I still think he should’ve been present in the Aizen fight and the sealing of Aizen too
His kido level is way above an average Captain's, but he's not captain level himself. He is extremely useful though and only Aizen can spam more kido than him due to his extremely high spiritual pressure. He probably taught kisuke some things.
Kido Corp is its own deal. Id consider him far above a common captain due to rank. Urahara wouldnt of gotten anywhere without him. The dudecturned back time.

I mean, you have the fuckin kido commander, who at very least could have crushed many Espadas and Sternritters, and you never used it. It seems that guard the Urahara Shop is more important than use kido machine to save the world, bruh. Also, a really weird part was in FKT, when Aizen arrived there, over than Ichigo friends, even Don Kanonji and Kurumadani tried something, where was Tessai? Was he sleeping? Not saying he could have defeated Aizen, but at least appear and try to stop him, like the others did, c'mon. Calling Hachi weaker is an L take tbh. Sometimes this take comes from the prejudice that being a main on Bakudo is far less superior to those who primarily uses Hado (Tessai.) Kubo provided an info that the Kido Corps primary duty is making sure that Kido can be safely used by the Shinigamis. Meaning that the Kido Corps acts as an R&D, making sure that these spells would not just explode on the face of the casters. Tessai and Hachi being the head of this Corps means that they have an arsenal of Kido spells that even the shinigami doesn't know about (aside from the forbidden Kido), spells that are still under development before they were evicted out of Soul Society. This Secret Kidos might be only accesible to the Squad 0 as we saw Ichibei using Teppusatsu.

Amount of reiatsu and mastery of a certain kido also affects it's effectiveness.
