I think maybe u should add secondary loot selection to the wheel (collect only coke,grass,etc). If there is a painting then painting plus whatever the wheel says.... I think that would be extra fun lol
If you wanted to mix things up, you could alternate the spin on where to get secondary loot with what kind of secondary loot to get. ie, if the wheel says cash, you can only fill your bag with cash, wherever you can find it.

I'm not sure. I don't think we have a specific answer. I know it has something to do with the second round of guards that come in after you get the primary but sometimes even when I kill people It doesn't happen and sometimes it does. Best bet is to not kill anyone that way it should never happen.
