I always hated Michael as well, and i think the show actually wanted to show him growing and changing by the time he left, but I don't think they did a good job. Him taking a stand against Jan in The Deposition and defending David Wallace was a good moment for him, but he was never fully forced to reckon with the damage he causes to people as you said. He always squirms out some impossible loophole to avoid having to fully apologize. He never really stops sexually harassing Pam or being racist, but instead the show just tries to frame those actions as 'quirks' and making you feel sorry for him by showing him be more vulnerable at times. It didn't work for me though
I agree with this wholeheartedly. I will say it definitely worked for a lot of fans so there’s that, I just never could feel sorry for anything that happened to him lol.
That's how I see it as well. The thing about "The Office" was that it was originally supposed to be about a genuinely awful boss, with the show never pretending he was anything else. That's true both of the original British "Office" and the German adaptation "Stromberg," which came after the British version but before the US one. Michael is following in that same tradition, but the problem is that the series also wants him to be likable and sympathetic and you can't have it both ways. Is he a good person or not? If he is, then why does he do so many terrible things with no real remorse? And if not, then how come he never faces any actual consequences for his horrible actions?
I have a love/hate relationship with the Michael Scott character. He's a terrible manager, he's dumb and has very questionable logic. But at the same time, Michael Scott as a character is really good and very entertaining.

I feel like Steve Carrell did a good job with the character and what he had to work with but the character is almost always unbearable.
