For sniping: either practice by starting the "Time To Get Away" mission and then just using the lack of police to snipe people, or by going into director mode and putting invincibility on to practice shooting police. I found I kept fudging weapon swaps at the most crucial time, so I practiced that, too. At one stage I was fighting someone over Business Battle Goods and when I went to swap from minigun to MG, I accidentally put my weapons away and ended up just punching the air. He must have wondered WTF I was doing.

Yeah, they do tend to be pretty dumb. I usually drive stupidly over-powered cars with no grip, so while I'm enjoying drifting in the snow, it takes half an hour of wheelspin just to get going! And visibility is shit.
I felt bad but i had to teach a level 15 a lesson twice this week he must be a slow learner he was on his broomstick griefing the entire lobby especially players cargo so i killed him a dozen times or more before he left 2 days later he's now a level 17 doing the exact same shit so i killed him for over an hour till he left.
