When you have a two element furnace or 'Heat Pump' (both are coils, an inductive/resistive load) if both see 220VAC at the same time the mains could see up to 14 X the running current. So the idea is to prevent both being energized at the same instant causing a possible breaker overload. I tested my 2 Stage and both stages close at once and go open close together. I have a 200 Amp panel so no issue except a power spike I would rather avoid. The blower fan is only on a 24 Vac relay -- so I control its speed (CFM) with an external VFD device.

Quit shaking the device, it is impossible to see the device you are showing. Also, when you go to test I know what leads are, perhaps considering showing the testers readings and settings.

A (first stage) sequencer is called a FAN sequencer and a (second stage) sequencer is called a heat sequencer
