13 is probably a sculpture on some person's balcony, and the owner of the piece and home was fed up of weirdos showing up to their place cause of this, so had it blurred and then the whole building blurred. You can ask Google to blur your house/images if you. I love the natural weirdness, but 13 is definitely just some innocent person wanting some privacy 😂
