You are an amazing player. I find the controls in this game to be a bit too unpredictable for me to be able to pull off the stuff you do. I'll never get a Jet rating on every level, but I had a blast revisiting this recently and getting all the Graffiti Souls in town. Thanks for your help!
Jokes aside the reason he is like this from what I remember is that he was reconfigured into a sort of cyborg after being kidnapped by the Noise Tanks, the flag attached to him is like an antennae.
I deleted my previous comment. But yeah to answer your question yes I did, and I know how to get them now. You have to get all of the story missions in jet ranking. The only two I'm missing is the noise tanks and pots.

Samuel Santiago No, all of the levels have some sort of time limit. If you want the most time to explore, do any of the trick mode missions. I can't remember what the darn mode is called right now :P

theres still 12 more i need its 31-34 ,65-68 ,99-102
I'm pretty sure those will unlock once you get all of the secret characters you're missing. :)

Wait, how are you unlocking all the graffiti souls with Potts? I thought you had to have collected them all before you can unlock him.
