Unless the car ran a red or turned left in front of it, or entered the roadway in front of it from a driveway, this shouldn't have happened

In a way yes they "rule the road" as you call it. Really it's called being courteous. If you went to drivers school, you would have been taught that when there is a siren and lights flashing you fucking yield.
Sorry to burst your bubble, but there is no road designed for first responders so they have to use the same road you use. They have to find the quickest most efficient route to get to the scene. If your life was on the line, would you want first responders to be dilldallying, cruising slowly to your aid? I don't think so.

It was some yrs back i was at a family members house visiting them and i was watching the news firetruck going like 80 miles ran the red light struck a old woman and killed her
My thoughts are with the fire department and the men on the apparatus from a careing fire police
