To be fair to Ubisoft's skirting of the game ratings thing, it's actually pretty common for games to release digitally on PC without a rating since that's extra money the dev would need to pay to get it rated. The devs only end up submitting it for a rating if they decide to port them to consoles down the line and sometimes run into issues with the various ratings boards like what happened with Balatro suddenly getting an 18+ rating for promoting gambling causing it not to be able to release on Switch in those regions.

18+ has to be because of the blockchain intergration/crypto lunacy.
