Work culture and mentality.. Gujarati people are business minded and has strong work ethics. Whereas Bimaru states is known for running after the government jobs because it's all about doing nothing and getting salary. Both Congress and BJP ruled both Gujarat and Rajasthan but only Gujarat progress because of work culture. Coastline is not always a advantage.look at the west Bengal and Orissa. Both have a Coastline but still under develop.
