      It seems to come down to the same thing we get all so often in the UK.
      Either the cop / security / official is not trained properly, in which case they are not fit for purpose, especially a public facing role.
      Or the only alternative is that they are deliberately ignoring the training and responsibilities, in which case they still aren't fit for purpose especially public facing roles.
      It can only be one or the other.

    its simple - step1) a crime is committed or law is broken . step2) police do a LEGAL and LAWFUL investigation .step3) police arrest any GUILTY party or parties . ANYTHING else the police are not needed . are police crime stoppers or crime solvers ?! taking effing pictures/ videos in public is NOT a crime !!!!! I was involved in a car accident years ago( not my fault) , questioned/ protested why police were involved and got arrested - charges were dropped . things CAN happen that police aren't needed - much to disbelief of police .

    *QUESTION* … How many people have ever been convicted in a court of law on a lone charge of suspicion? ~ If a cop is going to say that _”suspicion”_ is a misdemeanour, ask him/her that question. If it’s a misdemeanour, then *TRY* to charge me with suspicion, and see how that works, even if it goes to court. It won’t. Not ever.

    Subscribed. I have seen a major change in how police officers view citizens over the last decade or more. Their disregard for civil rights is shocking. Here is a fact: more citizens not committing a crime are killed by police officers in America than by criminals committing a crime. Something needs to change.

      You are probably right about more civilians getting killed than criminals. This is because a real criminal will do anything to avoid being caught (but it usually ends badly when or if they are) whereas a civilian can be cornered by one or more cops and is then made to look like a criminal for the most trivial reason, e.g. 'you didn't signal 100' before you turned' and other similar BS. The cops should concentrate on real CRIME and not on trivial matters that have no victims or consequences. There are too many rules and regulations written just to give the cops something to do if they deem an infraction has occurred.

    In the 1981 case Warren v. District of Columbia, the D.C. Court of Appeals held that police have a general "public duty," but that "no specific legal duty exists" unless there is a special relationship between an officer and an individual, such as a person in custody.
    The U.S. Supreme Court has also ruled that police have no specific obligation to protect. In its 1989 decision in DeShaney v. Winnebago County Department of Social Services, the justices ruled that a social services department had no duty to protect a young boy from his abusive father. In 2005'sCastle Rock v. Gonzales, a woman sued the police for failing to protect her from her husband after he violated a restraining order and abducted and killed their three children. Justices said the police had no such duty.
    Most recently, the U.S. Court of Appeals for the 11th Circuit upheld a lower court ruling that police could not be held liable for failing to protect students in the 2018 shooting that claimed 17 lives at Marjorie Stoneman Douglas High School in Parkland, Florida.
    Police Guidelines
    Police do have protocols for dealing with dangerous situations like the ones in Uvalde and Parkland, and these protocols emphasize the need for police to take rapid action. The International Association of Chiefs of Police, for instance, says, "Taking action during active shooter incidents, rather than waiting for specially equipped and trained officers, can save lives and prevent serious injuries. Time lost by delayed action is likely to result in additional casualties."
    IACP provides guidance on how officers in those situations should assess how to proceed with that rapid response.
    No matter how they do it, it will probably be extremely dangerous. They might be risking their own lives.
    But as courts have determined, they have no obligation to do that.
    So, the next time you see a police car roll by with "To Protect and Serve" emblazoned on the door, keep in mind they have no constitutional obligation to do that.
    If you need police to protect you, all you can do is hope they will.
    And this is why we have the 2nd amendment so use it before you lose it idot's.

    You'd think that the police chiefs and / or mayors and / or city managers would ensure that the cops follow the law because of the potential law suits costing them money, and that is one thing they do pay attention to.

    He has no clue about public property and these cops are TOTALLY CLUELESS ABOUT WHAT IN THE HELL IS GOING ON!!!!!!!!! I bet if that person made threats against his officers then he would have an issue with that guy but when the guy makes threats against a citizen that he swore an oath to protect then he dont care.
