while ig I agree mori didn't do anything more than grooming, why are we ignoring his weird behavior around yosano? and just because Elise isn't a real entity doesn't make it any less weird that he alters her appearance and dresses her up and whatnot, I mean she was naked in that one episode for God's sake. While I don't personally think that Mori has SA'd Dazai, i see where the fandom gets the idea. This is just PURE SPECULATION AND MY VIEW ON THE SITUATION, meaning none of this is facts, just thoughts.

it IS canon that dazai lived in a shipping container, i don’t know if you read bsd or watch it but in the strombringer book you will see one page of the shipping container where akutagawa and chuuya visits him. and for the SA thing it is heavily-implied/ canon that mori is a pedophile and since elise is based of yosano (and a little dazai i think) people have speculated mori may have done something with dazai or sexually harassed him.
