If 6 inch figures are the standard, but if the figures are scaled down to match the relative proportions of the characters' heights, won't some figures be much taller than others to the point where some won't be in the 6 inch range and could be 5 or 7 inches just as a result of being short or tall actors/characters?

Yes that’s true. So if you do a 6 inch beta figure, he should actually be 7.5 inches based on the 6 inch Standard scale
