1st you have to consider how many hrs do you use. If you use a mobile hotspot for more hrs your phone battery will drain quickly, for 1hr or less it's ok but long run it will affect your mobile battery.
No one can say which internet provider is best because it depends on your place. In my area jio is good , maybe jio is bad in your place.

Mobile data is best because in mobile you can achieve more than 150mbps but in pocket wifi there's a limit of max 150mbps and most importantly modem in mobile has the capacity of downlink more than 150mbps

What is the difference between a Phone WiFi and Dongel WiFi?
not much difference
No difference in Wi-Fi unless you're using 5Ghz Wi-Fi or Wi-Fi 6/6e as all Dongles use 2.4Ghz, but the main difference is mobiles supports more advance 4G technology than Dongles, for e.g. my Airtel My Wi-Fi can give max 150/50Mbps while my Galaxy A52s can give max 1200/150Mbps, this is what makes the main difference but other than that I see no difference.

1st your mobile operator has to provide 50mpbs speed. Generally, 4g mobile networks don't provide that much speed .go for wifi (fibre net only) if you want more speed.
