SFV has character unique hurtboxes for some characters, yeah. Most character share the same hurtboxes for the most part, but some share it only with a few others, they're usually separated into "hurtbox groups". If you've ever looked at the Urien Headloop guide (it's like 50 pages long), it's pretty well documented there what characters share hurtboxes with others. Blanka happens to be in a unique hurtbox group to himself. Blanka's hurtboxes during hitstun are shifted a bit further forward than everyone else. So there's some combos out there that are only possible on Blanka.

As a Lucia main myself, I say she's indeed very cool, but sadly, she's outshined by too many characters. That's why she isn't more played (even though she still has many fans despite being on the weaker side of the roster).
I feel like sfv is going to get a mini patch over a lot of the unintended stuff being discovered since the the definitive patch. I think like 6 characters have a legitimate kara throw now lol.

I blame Capcom the made character in a rush now they have spend the rest of the game life trying to buff her like crazy.
