I do understand the education cliff he talks about. I'm really worried about my generation's (im in high school) actual accountability and ability to solve problems

I'm am going to start by saying, the fact that you even know what a TED talk is while in high school is a great start. I had a lot of fears for the people I went to school with and my generation (Y) being coined the worst ever, but I've come to realize that all you can really worry about is your individual effort. Being the best you can and developing skills for later in life but still being able to have fun with all of it is important.
So propose a plan. Tell us how to make it better. You cant stand on a stage shouting for change and not propose a plan. You can't walk into Apple or IBM or Microsoft shouting "WE NEED TO INNOVATE!" without a plan to do it and expect a job. They know that they need to innovate, they know that they need to keep pushing the envelope. Education is the same Without a plan you're just as bad as the system you criticize, if you can't tell them what to do different how do you expect them to change?
We are talking about an entire institution. You make a good point but there is no one hard and fast solution that is going to make it better in a year or even one generation. But that doesn't mean we can't work on change NOW. Tell me, what are your ideas for a solution?
Back in the 1900s through the early 1990s (roughly estimated time period) when something was broken we fixed it, now we just seem to throw it away.

I think this guy is brilliant. He questions convention and encourages you to make change. And yes I think he has solutions. SCIENCE namely.
