I would want to see the analysis/study on that Flat rate proposal of 22.5% to see if it makes economic sense. Am not sure how i feel about it. You will be cautioning the people who earn more money while at the same time exposing the people who earn less. Proportionality should not be applied to PAYE. I disagree
On PAYE, the IEA view is retrogressive for Kenya. If anything, higher incomes say, above kes 1 million per month should even be taxed at 60%. There are many justifications for this. However the high tax bands in Kenya kick-in too early.
