Billy saying "Go to hell" in KOF 2003 sounds very weird. I kept thinking he was saying "Rock a ho" or "What the hello" for some reason. Also, I really loved Lilly's take on Billy's MAX2 from KOF 2002/Neowave/Unlimited and the triple take that ensues during the move with each take contributing 2 hits each. It was also cooler when the move sometimes slowed down during that part (at least that often happened when I played KOF Maximum Impact 2/2006).
Lilly Kane returned in KOF98UMOL Wearing her alternate costume from Maximum Impact! In that game, she does her level 3 Desperation Move from MI2/Regulation A (which as you said, it is based on Billy's)
