Would you say the ICCPR is effective in promoting and protecting human rights? I believe since their inception or creation there has been greater awareness to human rights especially where civil and political rights are concerned but because they aren’t a global human rights police they cannot really punish states so to speak to provide solutions to a issue.
You have to post your legal complain to the UN. Read the treaty first. Then the countries comments. The USA signed it the put a caveat that they are bound to the Constitution which has superior protection. It costs 4500USD to post to the UN. The UN then in the private address the matter administration law channels with county in question.
