I've never really liked this game. It feels incredibly bad to see that as long as you can chain moves together, the first person to score a hit basically wins. There should at least be some kind of combo breaker for when you get completely pinned in one spot, which almost any character can do.
Most anime fighters are 1 or 2 touch at high levels of play. While defensive options are a weak part of this game, ToDs are absolutely not as apparent as you're insinuating. A lot of combos in this game are literally just made on the fly and that level of flexibility is a strength.

This game does have that. It's Guard Cancel. Gives you an i-frame attack to knock your opponent back.
