Any animal on this planet is for eating, tabooing of eating specific animal is purely cutural choice. As for Swan I believe you can eat Swan in pretty much anywhere in globe, except UK, the place where swan is most highly protected.
Fun fact: There is now a statewide cull of mute swans in Michigan, USA. They want to kill, oh, fifteen thousand of the things over the course of several years. In fact, if you want a license to hunt one, it's free. IOW if you want to eat one, come to Michigan I guess?

Swans will mate in water usually - maybe they need to get out into the nearby pond for him to be able to mount her so they can reproduce for you.
