Better explanation is programmer mein mandatory nahi hai experience so it does not matter but if a person having experience and did not fill in programmer form then no issues ,you can apply for ACP with experience and you need to validate that experience from govt entity or your company.

The private organisation will get concerned about the employee stability because this way they will get to know that the employee is trying for a government job and he or she can leave the organisation anytime. This should be required during document verification not during form fill.
