Whereas this appears to only apply to commercial filming. The Fulton County Juvenile Courthouse decided to apply this to citizen journalists. According to Deputy Chief Administrative Officer JoShonda Guerrier, one must pay an application fee to exercise freedom of the press in public spaces of the courthouse.
