The best upgrade is Wanda Metropolitano. It has changed completely. I'm a Marseillais, born and raised. I see how the renovation changed the stadium, but also the neighborhood with a new mall next to the stadium. But Wanda Metropolitano went from 20k and one stand to something else.
What they did to Maracanã was a huge crime, as they killed the most mythical place in Brazilian football. In addition to making the stands elitist, they destroyed the pulsating acoustics that the old roof provided. All of this to host measly World Cup matches that did nothing to help the city, much less the country. It fills me with sadness thinking about this!
I'm always a bit sad when seats and/or a running track is removed even when it improves sightlines for football... The Kiev stadium is definitely the best makeover. It went from a Stalinist concrete mess into a futuristic icon of the city... And it kept its running track/Olympic hosting capabilities...

Wanda Metropolitano was not a Football stadium. So it wasn't an upgrade. However, the best upgrade is the Bernabeu.
