Late reply, but wanted to offer my interpretation of this line: Claire struggles with tackling these emotions, and grappling with the things she's done she views as irredeemable. By losing to Rean here in this scene, as she planned, it was a way for her to 'atone' for her wrongdoings while avoiding confronting them spiritually, emotionally, etc. The easy route out for her here is to lose to a duel with Rean. The harder path, that Rean forces upon her, is to refuse, thus forcing her to confront these things she's essentially just running way from. Hence, her calling him 'cruel' for it.
I hate half hearted betrayals. If you’re gonna betray do so. But don’t say dramatic stuff crying and all. Half hearted betrayals are annoying as hell. You want us to hate you? Then act like it. You don’t want that? Then don’t betray! No middle way to it I like Claire but i don’t like drama like this

There's never be a romance for her that's one of the best things in the game hinting that, She can love U (rean) but if Osborne give her the call to kill him she will hesitate.. But in the end she will try to accomplish the mission even that's means to kill his beloved She will be ever the underdog of the one save her That's why never let U have a romantic relationship with her Meaning, the chancellor orders are more to her than her self, all she do in Heroes 2 was because the chancellor orders 😅 Anyway, is for the best, even altina had best way to give love than this empty shell called Claire
