It's demoralising helping people other than yourself since knowing in any second, minute, hour, you'll be dead due to your actions to help people. This is why heroes in MHA takes so much will to work, they know that they will die through their duty and have fully accepted it. But these are just normal civilians. They are not prepared for situations like this. They have seen many situations like this that ends them with death so they stay cautious and try their best to adapt. They attacked the woman because they were scared.
