I think you missed a point here. Cowell is very clever. He looked at the audience before he stopped him. He was hoping for a bigger reaction. He knows a more familiar track will do it. If you also notice, the Marley track was pretty short. The perfect length to squeeze into the remaining time. What a coincidence.... Although the judges don't know the talent ahead of time, I suspect they are warned that the next one should be going through - the producers in the gallery want the best out of them. I think that has been common with all of the ones that Simon has stopped and asked for a second song. Also notice that is ALWAYS him and not the other three judges. Strange that....

If Simon asked second song it meant he really likes the contestant voice. He want to hear more in the audition. He won't ask if he don't like a contestant. He would certainly push the X buzzer otherwise.
Cakra Khan's performance is extraordinary, his voice is very solid, heavy but can reach high octaves. It's just a shame why Simon Cowell stopped in the middle of Cakra singing "Make It Rain" even though it was already very good and asked Cakra to change another song, fortunately the choice of the second song "No Woman No Cry" was so right that Simon Cowell liked it, the audience was also happy and sing along even Sofia Vergara and Heidi Clum sing along. After Cakra Khan finished singing he received a standing ovation from the audience and got 4 stances of the judges and finally got 4 yes.
