- In which we try to get to 3000 development as the Ottomans using no DLC. Will it be hard? Probably not, but this is what new people have to deal with when they first pick up the game, so let's see what the base EU4 experience is like in 2018.

Yeah, the Janissary disaster "becomes available". Not optional though, I'll bet.
Province bonuses Estates
*Merchant guilds* (Burghers) - autonomy doesn't affect production or trade power (and it increases trade power by 50% the same as market)
*Ulema* (Clergy) - Autonomy doesn't affect tax income and it also reduce unrest by 2 (though be careful because if you make them disloyal then they increase unrest by 5 like all other estates)
*Ümera* (Nobility) - Autonomy doesn't affect manpower and increases manpower by 20% and force limit contribution
They also give the province additional bonuses if you are at or above 60% loyalty with Merchants Guilds giving +10% Goods Produced, Ulema giving +10% tax and +2% missionary strength, Ümera giving +15% defensiveness
So generally you just give them provinces that are good in trade/production(Merchants Guilds), tax (Ulema) or manpower (Ümera) which also have high autonomy (if the province autonomy is above 25% then it is always good because the minimum autonomy of 25% isn't much of a penalty then)
and the global bonuses of them having high influence of +0-20% trade efficiency (Merchants guilds), +0-20% tax (Ulema), 0-20% manpower recovery (Ümera) which require 60+ influence to get max benefit (you generally need to use their interactions or give them provinces to increase influence or sometimes events)
Loving the series so far (glad you finally noticed the decision to make Constantinople your capital).
As for idea groups, I'd personally start out with either humanist or admin. Quantity I feel is unnecessary for the ottoderps, since you'll have plenty of manpower anyway, and your ambition is 33% Force limit, but that's just me.

Humanist first for the Ottomans if you're trying to be a steady mass conqueror. Especially in vanilla where there's really no extra mechanics to dealing with unrest and what have you

You can raise and lower autonomy in vanilla yeah, but that only takes care of a small portion of the unrest on its own. It's a bit of a pain to play vanilla without humanist ideas

you can give land to the different factions/estates by clicking the button under your flag, near the bottom click estates
Is that what you meant?
I don't believe the Humanist is that good for the Ottomans, as you can basically convert all the other Shia and Ibadi provinces, and you don't have to worry about heathens too much. You will lose out on the unrest reduction, but a different group like admin or offensive would probably be best at the start
Also, can you not embargo your rivals? Look at the economy sub tab for diplomacy.

Get admin ideas first. Fuck humanist idea, as a Muslim you don’t need them. With the estates system you have an estate called a dhimmi which you can use on heathen(non-Muslim) - wait you don’t have the Cossacks dlc, never mind.
Stop fabricating claims, you get permanent claims for completing missions.
