Thank you for this interesting question! The way you are using it your question, POV is a bit different from the way we refer to "the author's viewpoint" in these videos. Viewpoint, as we used here, has to do with your preconceptions or biases about the topic. The way you use POV in your comment, you can refer to it as the "narrative voice." Using the first (I), second (you) or third person (he, she, it) can change how we perceive the message in subtle ways. For example, if I use the first person when I write, the message becomes more personal. Along these lines, writing in the second person, it's as if the author were speaking directly to me. With the third person, the author distances themselves from the message; they become observers. This is what I can provide off hand on this complex topic. A neutral tone is one where the writer does shows neither a positive nor a negative position. It's when you simply state facts. Neutral tones are sometimes difficult to express because human beings very often have a position on issues. Cheers! :D
You just need to know the deeper meaning of certain words. For example, if someone is describe as skinny versus slim, the first description has a more negative connotation than the other. I don't know of any sources that give that level of detail. Sometimes a dictionary will tell you that a word is "rude" or "profane" but, if those descriptions are not there, you just have to know how the word is used in the language. You can have a resentful, passionate, impassionate, pretentious, frightening, soothing, forceful, gentle, harsh, depressing, urgent, rigid, formal, informal, pessimistic, optimistic, tense, relaxed, uplifting, assertive, sulking, tentative, sarcastic, judgmental, entertaining, dull, regretful, belligerent, admiring, acerbic, imploring, irreverent, joyful, sympathetic, apathetic, indignant, scathing, forgiving, ironic, vindictive, apologetic, worried, critical, docile, friendly, unfriendly, enthusiastic excited, facetious, mocking, persuasive, witty, humorous tone, and so on. What does elucidated mean? Can I become a writer with only a tenth grade education? I know that there are ceo's of their own companies that dropped out of highschool and, are very successful. Who was that writer who was a big gin drinker? Oh well just saying, "keeping it real."
To elucidate means to make something clear/to explain. It has the root "lucid" in it, which has to do with "light" (so, to cast light on something). People learn to write in many situations. Going to school is only one of them. Doroty Parker? Ernest Hemingway? Many writers enjoyed a bit of alcohol... Thanks for the comment
That's because when you read, you cannot literally hear the writer's tone... so you need to use the written words to extract the tone from the text. :D

But how do I know which word going with which tone? Is there a place I can research for it? Dictionaries only tell me the definitions of the word.

Sure. As explained in the video, you deliver a message + the tone (which delivers how the message is intended). So, the tone could be *any number of human emotions or intents delivered along with the message. You can have a resentful, passionate, impassionate, pretentious, frightening, soothing, forceful, gentle, harsh, depressing, urgent, rigid, formal, informal, pessimistic, optimistic, tense, relaxed, uplifting, assertive, sulking, tentative, sarcastic, judgmental, entertaining, dull, regretful, belligerent, admiring, acerbic, imploring, irreverent, joyful, sympathetic, apathetic, indignant, scathing, forgiving, ironic, vindictive, apologetic, worried, critical, docile, friendly, unfriendly, enthusiastic excited, facetious, mocking, persuasive, witty, humorous tone, and so on. (These are just a few that came to mind.)

To elucidate means to make something clear/to explain. It has the root "lucid" in it, which has to do with "light" (so, to cast light on something).
People learn to write in many situations. Going to school is only one of them.

That's because when you read, you cannot literally hear the writer's tone... so you need to use the written words to extract the tone from the text. :D
