people should always be observant at any event anywhere. Petty much every other major US city (except Manhattan due to its density and tourism), has issues with shootings even downtown, and a lot of smaller cities as well, not just Detroit. My point is not to say Detroit's problems are irrelevant just because of crime in other cities, but rather to point out that almost all significant cities host events like this despite significant crime problems, and there is so much security and police presence at these events that crime usually happens away from the event. When something happens at the event (which can and does happen at all types of events, even state fairs), there's usually a very quick response. Yes people should be careful, but that goes for anywhere, even if you think it's safe
