The reason the spillway is convoluted is to increase the surface area holding the water back within a given space, which is usually across a river or stream. Like low-head dams, weirs are extremely dangerous-even small ones that may cross a creek and look like there isn’t much flow. Someone falling at the base of a weir can easily be trapped by the backflow of water against the base and drown.
