Out of no knowledge, how do you get that perma barrier? Party boon or self applied? I am going to build it for wvw, ty!

Scrapper generates self-barrier based on 15% of the damage they deal.. so on high dps builds you often have max barrier during bursts. Our supports are also generating some... so it's a barrier party
