I got new never used 150W halogen floodlight with PIR on it. It was stored in box at parents room for about 20years neglected. When I want instal it to replace third faulty LED floodlight in 5years I realize it turn ON when powered and never turn OFF independently on time, light, sensitivity settings. There are two boards inside. First is capacitive dropper, rectifier, 78L08 regulator, switching transistor and relay. Second is motion sensor with very few components. Boards are connected by three wire, +, - and signal for transistor to switch on relay. I cheched almost everything and it seems to be OK. I don't have meter for capacitor and no spare to replace that time but it must be that. I had no more time to spend with repair so I bypass PIR because there is wall switch in the house from old incandescent bulb lamp before short lifespan LED floodlight. Halogen floodlight is working for 3years and about half hour daily use with original bulb.
it could be for the same reason as I explained here. Just replace the input capacitor (in my case is that orange 470nF-400V) and also the supply capacitor (in my case was the bulgy one). if not solved, the problem is likely the Relay itself
