In fact, he was better than Isagi in physical attributes, but he WAS younger at 15 years old, and he could have been better and op if he let himself be more open with himself by scoring goals. We even saw it during this match. So while he's not as op, he was actually good player who could put with Baro's attitude and plays

No striker who relied on assisted goals had a chance of scoring with Barou as their teammate, and even the strikers who could score on their own would have struggled (since if they passed to Barou they’d never get the ball back that possession). Naruhaya’s task is more difficult than Isagi’s, since Isagi has a wiling passer on his side. Naruhaya’s undoing is his failure to call Barou out on his ball-hogging when the pair agree to their match against Nagi and Isagi.
