In Nihari no tomato and no onion MAIN INGREDIENTS: Beef or lamb or goat Bong (Shank): 1 Kg (2.5Lbs) Beef or lamb or goat Bones (Nali); 1 Kg (2.5Lbs) Adrak (Ginger) Paste: 3tbsp Lehsan (Garlic) Paste: 3tbsp Oil: 3 Cups Aataa (Wheat Floor):1 Cup (1/2 Cup with water in the beginning and 1/2 cup dissolved in water one hour before Finalization) Namak (Salt) 3tbsp (To your taste) Laal Mirch (Red chili) Powder: 3 tbsp (to taste) Kashmiri Mirch: 3tbsp ½ Tbsp Haldi (Turmeric) Powder Citric Acid Powder: 1/4 tbsp. (No TATRI) Jaiphal Javitri: ½ tbsp each

Actually goat leg bones are kept inside that cotton bag otherwise those will get mixed with other mutton pieces.while serving they won't have to spend too much time searching for those bone pieces.just to keep bones seperated they used that bag.
as our friend ( 70newlife ) above said is the right answer not the goat leg bones which was funny and wrong......... in fact the set of masalas(spices as well as spice mixes) for meat especially for liquid gravvies involving shanks bones and meats , trotters, skull etc these set of masalas are called ( potli ka masala, in this case Nahari ki potli) Potli means a cloth tied together with a string containing some thing. These masalas are typically light and fragrant to complement the flavours of the bones and the tendons and meat cooked with it. Typically they contain Khus root, Patthar ka phool ( literally stone flower, it's not a flower but a lichen which grows on stones) Sandal wood , rose leaves, Bay leaves etc typically 7-20 spices/herbs etc. When it's cooking the fragrant smells are unforgettable. You can google for" Nahari ki Potli" or "Potli ka Masala" a few UA-cam videos are also there on it.
I don't think it's a Pakistani cooking just because of the way they cook Nihari... It's worlds apart from the actual Nihari which is cooked in Pakistan.
