@@trulyfog well ye they said it that way in the anime but in the manga it says that he learned it from minato but couldn't do it well at first, hence he created chidori which is a simplified version of ransengan (no need to make the chakra rotate, just hold it) with lightning style added, he then perfected rasengan later. some sources (i can't remember them and cba looking it up) says that rasengan can't be copied by a sharingan user because sharingan only copies hand seals and the amount of chakra used as well as it's nature but not the control, this is why sasuke never copied naruto's shadow clone and only learned it as an adult between shippuden and boruto and this is also why he never copied rasengan (also probs because he doesn't need it)

Naruto still has higher chakra than sasuke. And it will be a fair fight if naruto could use sage mode. And sasuke could use only mangekyo sharingan.(no rinnegans *too OP)
