scareclaw Kashtira couldn't negate Chaos angel effect if they used a light and dark monster to summon it because it's effect is all synchro monsters are unaffected by activated effects. yes it could negate Borrelend Dragon unless he has a rokket monster in grave then he could just negate your monsters effect even on attack declaration

Wrong on both scare kash doesn't activate so chaos angel doesn't protect. And on attack declaration kashclaw negates borrelend so you need to do to it at the start

how did he summon the Chaosemperor? I thought you need a Extra Monster Zone or a zone a link points to to summon it

That's only if you're pend summoning from extra deck
