Red State Idaho joins Blue States to cut farmers off from water?

State leaders in Idaho have been playing games with water access for farmers/junior-water-rights holders for years. This time they want to shutdown 500-thousand acres of farmland? Is it because they quietly changed the rules earlier this year, or because state Water Resource mismanaged surface water and pumped too much into the aquifer causing a surface water shortage, or is it pressure from the federal government?
