That is not how format works. Quick format marks a space as empty although it still contains previously written data. A proper format marks the space as empty, writes zeroes in the blank space, a repairs/moves bad sectors. What is this "film" you speak of?
There'es this magical function on every computing system known to man, and it is called the "FORMAT Function". It wipes the HDD completely by wiping all of the magnetic lines off of the surface of the platter, followed by replacing the absence of the data with another layer of magnetic film, before removing that too! Unless you choose quick format, which just wipes it clean, amazing, isn't it?
what if they were working but 15 years old? wha are you going to do with hundreds of 10, 15, and 20 gb harddrives?
