That depends on a lot of factors. 1. How much the ledstrip uses (depending on how many leds); 2. how much capacity is the battery (typically those are 3,5v but the amp/h varies which will impact on the time the strip can be on. 3. How much sun the panel is actually getting. To that you have to add some loss due to the diodes.
The other way is you can use battery protection system that you can find on top of the mobile phone battery. I saw someone using that across his 3.7 li-ion battery.Thank you.

Pinout is different, but you can use it. BC547 is (left to right) CBE, 2N2222 is (left to right) EBC.
