The aquarium surrounding the elevator unfortunately broke and exploded probably due to wear and tear of aging material. Most of the fish died (some apparently could be saved) ;(
For the context, in relation to the picture with the 10€ bill for an ambulance ride: In US that can cost you 4000$, that's why (many?) americans would try to avoid calling an ambulance even it's necessary. The health costs for some standards are very insane.

At the time that tower was built the road had fields and trees at both sides.
