I had a mop head hydrangea and for years, it never put on flowers. About 3 years ago, it shot up in height and showed out with flowers…I was literally in awe because it would leaf out, never any flowers and nit much growth height, the BAM. It showed up and has been showing out for the least few years. Lol
There are many reasons for not flowering. One is that , when the plants were young, they put all their energy to deal with drought in hot season, so they actually didn't grow any flower bubs. When the plants are bigger and stronger, they could grow and make their flower bubs survive.
