I was a registered engineer in another company where I took the exam. Previously, I could obtain books, regulations, and standards from bookstores at reasonable prices. However, here in the United States, for the PE exam, the cost of these books, standards, and codes is significantly higher. Is it necessary to purchase all these books, like the Highway Capacity Manual, or are there better alternatives?

You can find many resources online. If you have coworkers I would start there. Your employer may have them or purchase them as well, but I believe many find these resources online as much as they can.

    Undersaturated: below capacity
    Oversaturated: above capacity
Uninterrupted flow describes the type of facility, not the quality of the traffic
    flow at any given time.
The terms oversaturated and undersaturated flow reflect the quality of traffic flow. (HCM Volume 1, page 2-13)
Interrupted flow: traffic signals, roundabouts, stop signs, exclusive pedestrian and bicycle facilities
