I get them to like me in order to trade maps. That's really the only thing I need from diplomacy if I'm conquering the world: maps to find them faster.

I think he's playing on Settler difficulty even although he claimed it was Deity at the start.

What OS are you playing on? Getting full civ2 to run on win10 with the heralds is a nightmare. Civ1 on dosbox was fine but civ2 is a real pain.
