Looks like a young harp seal. They have that white coat after their fur dries out from birth. They do tend to be very friendly like this. Generally its recommended to stay 50 meters away from adults, but whitecoats like this will approach people on their own out of curiosity. However you should never do the approaching or touch or pick them up. Not only is it highly possible that the mother will abandon the pup if you harass it too much, but too much and it can stress the animal out so much that they can die from it. Its much harder to take in a pup and help it survive in the wild than it is for mother to do the same. Since I don't think its illegal where you guys are, I hope you are are taking precautions on that. If anyone here ever sees a pup they believe is abandoned, DO NOT TRY TO CARE FOR IT YOURSELF. You could kill the pup before it even receives help. Monitor it for 24 hours first, as mother may simply be in the water watching from afar. If after that period of time, the pup is still alone, either let nature take its course or call a marine wildlife center for advice. That is the best thing you can do. The sealing that people are mentioning IS still a major problem, but luckily, much like whaling, because demand for it has gone way down from what it used to be, its becoming far less profitable, fewer fishermen are taking part, and fewer seals are being hunted as a result. Hopefully it will be gone soon altogether. Harp Seals are not endangered, but climate change is killing off the artic animals that rely on these harsh colder temperatures to survive. Please take care of our seal populations! All my info comes from NOAA, government welfare sites, and welfare organizations.
