Like all the marines were sitting there pretending like they weren't killing people and destroying an island that did nothing wrong.
For what? A 'Potential' danger down the line. If they are going that far just off of the possibility of that information getting out. They have to kill everyone there.
If one of the researchers escapes on the ship and makes it to another island then The World Government would just Buster Call that island too. Considering their rep the researcher would probably be forced to run island to island as well meaning the World Government would likely want those destroyed too.
He ordered it. He didn't do it first hand. Distinct difference because we wouldn't know his powers/abilities until his showing in Marineford.

At last Marineford, we finally here. Shout out opening 13 which is one of my favorite One piece openings, top 5 easily. Ace's real father being revealed was a great & groundbreaking to start this arc.

I wonder if Ace's mom was the previous holder of the gum-gum fruit, enabling her to keep Ace inside of her body for so long. Then, maybe Shanks fetched the gum-gum fruit after it was found again, brought it to the island where Luffy & Ace were growing up, with the intention of gifting it to Ace in rememberance of his mom. Only, mountain bandits distracted Shanks & his crew long enough for Luffy to eat that random fruit sitting on the counter.

Here's how it goes down in my head:
You're Shanks, and you have a friendly relationship with Gold Rogers and his Baby's Momma (Portgas D. Rouge). You know that their son survived and was protected by Garp. From Garp, you learn where Ace is living. You also come across the Gum-Gum fruit, and recover it, intending to give little Ace a leg up in life out of respect for his father and in honor of his mother. However, disaster strikes, and little Luffy eats the fruit. What do you do? Well, at that point, you just shrug, and let it go. Luffy winds up being a solid investiment in the future, so you pour your influence into him instead of searching out Ace.
