A super 8 could not have generated this. It could only have filmed a set-up or be used to make a crude animation. 8mm film cameras could not "generate". Also, the resolution is way too high for 8mm. in the 1960s
This looks like some of the video feedback fractals that could be made on the "Pak-Abbe" video synthesizer that was at Cal Arts when I become a student in film in 1972 and I did film several rolls of super 8 directly pointing at the video output screen. (This is not what I filmed).
i saw a video on how something like this (although less impressive) was done using mirrors and pointing the camera at a projection of what it's broadcasting - like that effect you get on zoom calls when you start sharing something how they did it here i don't know though
