One shot its called headshot and they are using high caliber ammo higher caliber means higher the damage and our body parts have different hitpoints if you shot them so many times with armor piercing you most likely hit them alot in the arms and legs always aim somewhere near the neck even with level 3 ammo you would kill them very easily. And also they HAVE armor sometimes level 5. What you have is called "skill issue"
Carbines have 7.62mm ammunition while your using 5.56 or 9mm so lower the damage even if it's level 4 and a high penetration sometimes they trade penetration over damage.
The only way to get one tapped is if they headshot you or they using one of those one shot sniper rounds. If you know there is someone in the building then try nade them and as one of people has said tier 4 armour is not good armour.

Bro everytime I go to a building I get one tapped by a guy even though I use a good armor, how do I not get one tapped?

By "good armor" im assuming T4? If thats the case then its not really a good armor or helmet, since almost everyone runs T4 bullets
