Their rapport and friendship is everything.
I think Niles had a crush in CC from the beginning he just didn't realise it because she's not suppose to be his time and that he was very jellous that she liked Maxwell so he did everything to ruin it for her, I think to secretly they both liked the bickering with each other and where not actually that offended and CC liked the attention because she was lonely and men didn't usually even notice her, though she would have the right to be offended imo.
Niles shipped them so hard 😂
Mostly because he loves pissing off CC.

I love how Niles throws rose petals (potpourri) to celebrate his discovery. He knows Fran and Max love each other and wants them both to be happy. Torturing C.C. is the icing on the cake! :p
Nah, I'm sure the reason he did it is so that the room would look more romantically ornamented when he purposefully gets CC to enter the room. Increase the shock on CC.

Knowing that Fran and Charles were/are really good friends make their scenes even more fun. You know that whatever they do on screen comes from a place of caring and respect. I think they must have had a lot of fun doing this show.
My mom and I rewatched the show together a few years back, and we replayed this scene so many times because we were crying from laughter 😆 Mom's gone now, but it's still one of my favorite memories and one of my favorite scenes of any show ever. It was so nice seeing this today, thank you. ❤
